1. Purpose
The purpose of this policy is to manage the purchase, sale, service, consumption and storage of alcoholic beverages at all University on-campus events or activities where the alcohol is provided pursuant to the University's Special Facility License under the New Brunswick Liquor Control Act (RSNB. 1973, c. L-10).
2. Application
This Policy applies to all Mount Allison premises and property owned or leased or rented or controlled by the University, including but not limited to all students and employees of the University, all academic and administrative departments, the University Club, all student groups including the union and recognized clubs and societies and any external client event hosted on the property or premises.
3. Definitions
For the purpose of this policy the following definitions apply:
"Liquor Control Act" is the New Brunswick Liquor Control Act (RSNB. 1973, c. L-10) found .
"ESS or Event Services Students" are students supervised by the Manager, Ancillary Services who are trained in first aid/CPR, Responsible Beverage, conflict management, ID card inspection, and other areas pertaining to safety and security of people and property during events held on campus.
"University Club" is an incorporated entity operating a lunch service and occasional social events for members during the academic year on the main floor of the President's Cottage.
"Bar Services" is the service managed by Administrative Services required for purchase, sale, service and consumption of alcoholic beverages at all University events involving alcohol including events in residence buildings but with the exception of the University Club events. Student bartenders working Bar Services events are supervised by the Manager, Ancillary Services and are trained in first aid/CPR, Responsible Beverage, food safety, hospitality services, identification of alcohol harms including overconsumption and are familiar with their legal responsibilities under the Liquor Control Act.
4. Policy
4.1 Alcoholic beverages can only be sold by the University under its Special Facilities license granted by the Province of New Brunswick. The University reserves the right to control the consumption or service of alcoholic beverages on its property even in cases where such consumption or service is not in violation of the Liquor Control Act. Consumption or service of alcoholic beverages on campus is prohibited except in the following locations and circumstances:
4.1.1 apartments and student rooms in residences;
4.1.2 the University Club in accordance with the University's Special Facilities license;
4.1.3 campus events held in accordance with the University's Special Facilities license;
4.1.4 campus events held in accordance with any other license issued by the Province;
4.1.5 alcohol purchased for use in scientific experiments by authorized members of faculty; and
4.1.6 alcohol purchased by the Multi-faith Chaplain for use in the Chapel sanctuary for religious
ceremonies.
4.2 Administrative Services which operates Bar Services and the Pond operation shall oversee appropriate sale, distribution, consumption, promotion, acquisition and storage of alcohol on campus.
4.3 The Special Facilities license requires that ESS (Event Services Students) be present at all events on campus involving alcoholic beverages. Administrative Services will determine the number of ESS required at all venues and events to ensure compliance with all relevant rules, policies and procedures of the University and all relevant Liquor Control Act regulations. The only exception is the occasional service at the University Club.
4.4 The requesting party must also ensure compliance with all relevant rules, policies and procedures of the University and all relevant Liquor Control Act regulations.
4.5 The University does not condone the consumption or service of alcoholic beverages in violation of the Liquor Control Act. In particular, the University does not condone underage drinking. The age at which it is legal to consume alcohol in New Brunswick is 19. It is also an offence to supply alcohol to anyone under the age of 19.
4.6 The University's Special Facilities license allows for underage students to be at wet/dry events in which students over 19 may drink alcohol (wet) and those under 19 may not (dry). A government issued photo ID is required before admittance to any licensed event or area.
4.7 Licensed events will normally not continue past midnight other than in the Wallace McCain Student Centre when they may take place until 2:00 am.
4.8 The sale price of alcoholic beverages will not be artificially low and shall be, at a minimum, in accordance to the Liquor Control Act.
4.9 The number of attendees at any licensed event shall not exceed the limit permitted by the Fire Marshal in each venue approved under the Special Facilities license or special licenses obtained for certain outdoor venues.
4.10 No person is permitted to take alcohol into or remove alcohol from a licensed event or area.
4.11 Advertising and promotion events involving alcohol must comply with the Liquor Control Act. Companies are prohibited from selling or delivering alcohol on campus.
4.12 No person who appears to be intoxicated shall be served alcohol.
4.13 No person may brew (including commercial home brew kits), still or produce alcohol for sale or give-away, participate in any entrepreneurial venture in any University facility or bring home-brewed products to campus for any purpose.

This policy will be reviewed or confirmed every three years if not sooner.
